Actually with dhcp lease protocol, the reason why clients get the same
address back is because they request it.  The first time they request
ANY address, and the dhcp server gives out an address that is not
currently under lease.  So it is actually the client that keeps
requesting the same address.  However the server CAN respond that
the address is not available which usually results in the client
asking for ANY address again.
