I don't think there is a standard. Sun does it a little differently in Solaris:
0 - halt
1 - Single user
2 - Multiuser without applications
3 - Multiuser with applications (oracle, iplanet, etc.)
4 - unused
5 - halt and power off
6 - reboot
Both levels 2 & 3 have X running.
