To add IMAP capability to your server, it is usually as simple as just
uncomment the entry in /etc/inetd.conf that starts with imap, or if you
are using xinetd, check the file /etc/xinetd.d/imap (I think).

For the web based mail, you don't need IMAP, but it offers some nice
capabilities.  Check places like
http://cgi.resourceindex.com/Programs_and_Scripts/Perl/Web_Based_E_Mail/
http://cgi.resourceindex.com/Programs_and_Scripts/C_and_C++/Web_Based_E_Mail/
http://php.resourceindex.com/Complete_Scripts/E_Mail_Utilities/Web_Based_E_Mail/
some are free some are not. Also try google.

I have used several and none seem to be heads above the rest. If you
have time, I recommend reading the features and looking for reported
bugs and security holes in the ones you like. Then start playing. Most
are easy to implement, so you can just through up a web page. The key
thing is to define what you really want first. Many offer cool features
that you will never use and not the features you really need.
