You were talking to me. Unfortunately, I have had a long week or so. 
MadHat is the list administrator, I am a "hidden" alternate (and I am 
the primary administrator on all of our lists except discuss and 
announce). 

Some how, Bug Hunter and MadHat got equivalenced in my brain. Sorry for 
the confusion. Never the less, the discuss list is now set up to allow 
posts only from list members.
