Assuming you want to target GNOME under Linux, then yes,
you will want to at least install a Development centric
environment (gcc, g++, header files) and GNOME.  You can
pretty much take your pick of distributions.  RH, Mandrake,
SuSE, Debian, whatever...

I would take a look at www.gnome.org and let it direct
you to other resources.  I'm guessing that you already
know how to program in C.  Hopefully you have a little
UNIX background.  Other than that, the documentation
should get you started and of course, there are tons
of sample GTK apps that you can look at for ideas
of how to do things (you may want to find an existing app
which does something you want to implement and pattern
yours after what has already been done).
