I recommend reading the MRTG docs and looking at some of the available 
example config files (which there are lots of).

Basically though it would be something like

ThreshMinI[...]: 90%
ThreshProgI[...]: echo "Network reached 90%!" | mail -s "MRTG WARNING" 
user at domain.com
