I have refrained from staying out of this inadvertent firestorm I started
(I apologize), but I just wanted to comment on this.
The proposition is not to completely eliminate H1-B visas, but to return
them to the pre-1998 levels of 55,000.
And the subsequent caveat is for temporary reductions in the numbers
during high periods of unemployment amongs US citizens and permanent
residents. As the unemployment level stabilizes and reduces, the number
of available visas would readjust itself back up to the maximum of 55,000.
