Linuxconf is bad, in most cases.  even when I got my RHCE, RedHat said only 
use it for certain things, like configuring network devices, but don't use 
it for Samba, sendmail, blah, blah...

Webmin is better, but still has some issues.  The problem with GUIs isn't 
that they don't work, because they do work, but only within the bounds that 
they were designed and most people have a different config than what the 
developer of the GUI had, so problems often arise.

I personally like Webmin when I need to give access to admin a feature of a 
Unix box to someone who is not that familiar with Unix boxes.  I think it 
works well for what it does.
