I've never used this perl mbox2maildir script, but, here it is:

You can get to it and a bunch of other qmail goodies from:

As far as a client program that reads maildir, there are two that I know
of - Netscape and Evolution. You can get Evolution binaries at:
ftp://ftp.ximian.com/pub/ximian-gnome/
or get the source code at:
http://www.ximian.com/devzone/source.html
Oh, MS Outlook (yeah, yeah, I know) can read Maildir as well.
