Well I've answered 1 of my own questions.  I found kapm-idled.  It's a
kernel thread that is located in apm.c.  However I would say the it DOES
NOT work as designed.  These systems are in no way shape or form
laptops, the APM package is not installed on this system, and IIRC I've
got power management disabled in BIOS on these systems.

So any ideas how I turn this FEATURE off!!!  Am I going to have to load
laptop power management software on a server to prevent laptop power
management software from chewing up my CPU cycles?
