Yes, please doublecheck Direclink.net.  They have great service and
high reliability.  They go through the 'no new customers' routine at
least once a year in preparation for upgrading.  As opposed to most
ISP's that load up users until they've oversaturated, Directlink keeps
to a strict maximum ratio of users to bandwidth.  If Verizon or SWBell
are slow about upgrading, Directlink will not sign you up.
