VNC (http://www.uk.research.att.com/vnc/) gives you an X desktop, but
it is not the same as a true X server.  That said, I use it heavily
and consider it to be the best alternative for my needs.

X-Win32 (http://www.starnet.com/) is a full X server that is priced
reasonably compared to its competition.  You can download a demo
version that isn't too terribly disabled.  If you download the demo
and don't purchase right away then a few days later they will send you
an email with a discount offer.

If all you need are xterm's and rxvt's, and you have a fast enough
machine with enough memory, you can try WeirdX
(http://www.jcraft.com/weirdx/), a free java-based X server.  It works
fine for terminals, but is sluggish and buggy for graphics apps.  You
can pass it command line paramters to control the display number and
make its default window less obnoxious:

start /b /min
javaw -Dweirdx.display.width=125 -Dweirdx.display.height=1
-Dweirdx.displaynum=10 -Dweirdx.windowmode=MultiWindow -Xincgc -jar
weirdx.jar
