I'm pretty sure you can change the perms just like any other file.  I
had a problem where only root could enable sounds in Gnome, I had to
change the perms to /dev/dsp to allow users to enable sounds in Gnome.

# chmod 666 /dev/parport0

should do the trick for ya.
