You likely want mutt. Try http://www.mutt.org/. I don't think there's
a Windows port. Mutt won't itself do anything, iirc, with POP, but you
can use fetchmail to handle the mail transport. Mutt lets you set an
external editor that's called in message composition. I used to use it
with Emacs, then XEmacs, then just gave up and started using VM.
