My install went the same way.  Have you checked the OpenLinux 2.3 Errata?
Your Linux partition must be located within the first 1024 cylinders on the
hd.  Mine is out of the 1024 cylinders and I boot with the floppy to start
Linux.  Not real convenient but it does work.
