brian,
what versions of mutt and nutscrape are you using?  i'm using
mutt-1.0.1i and Netscape 4.7, and everything works fine.  the text &
rfc822 MIME types are working fine for me.  you could forward a test
email to me if you wish.  we'll get to the bottom of this.  8]
