What kind of NICs are you using? Some NICs send data out on the wire
before fully forming the packet, a technique which can boost performance in
some situations and hurt it in others, but is not a really wise
technological idea in either case. If your card does this (3Com's
"parallel tasking" cards come to mind), you may want to look to the
efficiency of the respective OS's drivers as the problem.
