Two silly questions to start with:

1. Does the user 'brian' exist on mail.cbssolutions.com?
2. What .qmail files are there in ~brian, if there are any?

You may need to have a .qmail-brian in ~brian that contains the line:

&brian at mail.cbssolutions.com

This seems a bit redundant, but that's how I always set that kinda stuff
up on my system.
