Currently, nobody's making one.

There was some smoke about VIA possibly developing a dual P4 
chipset many months ago, but no fire ever materialized.  It 
ought to be fairly trivial--a P4 Xeon is basically a P4 with 
some extra cache-coherency logic tacked on the periphery--but 
nobody's done it.  Possibly P4's are truly SMP-disabled at the 
core, or possibly Intel just won't provide a P4 bus license that 
allows it.

As it is, I tend to recommend Opterons over Xeons these days.  
Intel's Xeon is flat-out getting slaughtered by Opteron lately.
