[NTLUG:Discuss] Recompiling the kernel

I have yet another stupid question.  I found the instructions at redhat.com 
for recompiling the kernel.  However, I can't seem to make it work.

I verified that I have the kernel-source package installed, and I do.  I then 
cd'd to /usr/src/linux-2.4 in order to run the necessary commands.  However, I 
do not seem to have `mrproper' or `xconfig' installed.  I tried `whereis' and 
couldn't find either of them.

How do I query the RPM database to find out what package a particular command 
is in?
