I use tacni.net myself (http://www.tacni.net).  Standard service is 2
emails addy's, web-based or pop access.  I have had no problems with the
QoS, and downtime has not been an issue.

Disclaimer: I'm also friends/acquantainces with the CIO, but I still think
the service is good.
