[NTLUG:Discuss] what is the best Linux web page developing tool?

I really want to thanks everyone for responding so much on the "web page 
development tool" discussion
I hope to eventually know enough to be able to use all the ways everyone 
talked about.
I'm just too far behing right now, I hope that learning html, Java, and Perl 
won't take too long.
